Needle exchange programs are one of the more controversial approaches to the drug problem. Safe injection sites even more so. Both methods fall under the category of harm reduction. The goal behind harm reduction is to reduce the harm in drug use.
Harm Reduction Alone is Never Enough
One of the many layers of service to those who are using drugs or addicted is harm reduction. While harm reduction can save lives, as a concept of helping, it can be taken too far. The most important service to offer an addicted person is recovery from dependence on drugs or alcohol.
