Staggering New Report Says Most Men Arrested Test Positive For Drugs

This report comes from the Center for Health and Justice and is based on a compilation of statistics from arrests in monitoring sites scattered across the country. These arrests, all in 2011, were in Atlanta, Charlotte, Chicago, Denver, Indianapolis, Minneapolis, New York, Portland, Sacramento and Washington DC.

The smallest ratio of men arrested who were stoned or high was in Atlanta. There, only 64% of the arrestees were intoxicated. But in Chicago and Sacramento, more than eight out of every ten arrestees tested positive for drugs.

In response to this report, the US Drug Czar Gil Kerlikowske stated: “…too often underlying substance use disorders are the driving force of criminal activity taking place in our communities…we cannot simply arrest our way out of the drug problem.”
Extricating the US from this dreadful influence of drug and alcohol abuse means that there must be effective drug rehabilitation offered to those who need it. The more that rehab helps people recover from addiction, the fewer future crimes will be committed. And these numbers will start to fall.

Is Short-Term Rehab The Answer?

According to the National Institute on Drug Abuse, their document Principles of Drug Addiction Treatment states that a short-term 30-day program may not be enough. A series of support meetings also may not be enough to help most people find sobriety, given the desperate cravings of many drug addicts.

A long-term treatment program that enables a person to get out of the usual environment of drug abuse and away from drug-using friends has a better chance of success. This program must address the key elements that keep an addicted person trapped: the cravings, the depression and the guilt that accompany addiction. Without lifting these three burdens from an addicted person, he (or she) may always struggle.
